Since early 2010, the government had been advising hotels to raise their rates to be on par with those of  regional counterparts and for hotels to have necessary funds to refurbish and maintain their properties. Due to a room supply surplus, many hoteliers, however, did not comply for fear of losing market share to competing hotels that were offering lower rates. Rates in 2011 are expected to increase between eight and 20 per cent at three- to five-star hotels.
